As per your error message the particular user doesn't have proper right. Like If he is purchase agent give him rights of purchase agent. Other then this user should be employee of that company. Add employee role to that user. And HRM table user relationship should be established.

Which access right you have provided to that user who is rejecting the PR.

Microsoft has specified permissions related to this workflow as an example here in following link

    https://msdn.microsoft.com/en-us/library/cc641033.aspx

    • A security privilege named PurchReqPurchaseRequisitionApprove is created in the AOT. All of the menu items and web menu items for the workflow are added to the Entry Points node for this privilege.

    • A duty named PurchReqPurchaseRequisitionApprove is created that uses the PurchReqPurchaseRequisitionApprove privilege.

    • Roles like VendPurchasingAgent use the PurchReqPurchaseRequisitionApprove duty. Any user who is assigned to the VendPurchasingAgent role will have access to this workflow.

i don't need to give him purchase agent privilege

    1) Purchasing agent is role. Its not a PREVILIGE.

    2) if you don't want to assign any role, simply assign privilege PurchReqPurchaseRequisitionApprove to the role, which is assigned to user.

another point, as you have specified above that user has SysAdmin Role. Despite if user is unable to see menu, that means probably its not appearing due to some other condition. May be another user is responsible to reject workflow, as per workflow configuration.

kindly review your workflow configuration as well and log-in with appropriate user id.
