Hi There,
Please help with the timestamp delay that I am experiencing.
Whenever a new case is created via email, the timestamp in Dynamics shows that it was created an hour later.
The flow that is used to automatically create a ticket takes about 2mins to show up in Dynamics but once it does the time difference is an hour later, same goes for when I set the first response to "YES"

As you mentioned, “The flow that is used to automatically create a ticket”, which means that you are using flow to create case from email automatically?
Maybe you can try to create case from email manually, then check the timestamp is delay or not?

Yes, this is correct. I created a test case at 10:05am via email. It takes about 5 mins to receive an automated email stating that my case was created. In Dynamics it should be a few minutes delayed but it shows an hour delay.
