Hi,
I have a client using Dynamics 365 HR with four legal entities configured. They have an issue where the HR Manager who is assigned to one of the legal entities, can only see data in the Analytic pages, e.g. in Personnel Management, for their entity and have no option to view data for all entities. Can someone advise if this is a security role issue and if so, what role does the HR Manager require?

I think only the system admin can see all company list in Analytics. If you check with other roles then you can see only the current legal entity in the list.

You mean to say without the System Admin role, you can see the company list in Analytics but not for the HR manager role?
Yes, the System Admin role can see data for all entities in the analytics pages while the HR Manager role can only see data for their entity.
