Is there under NCE still a minimum number of Dynamics 365 licenses that you should buy? (e.g. D365 Finance via legacy CSP required min. 20 Finance licenses)

Does anybody know if there is under the New Commerce Experience still a minimum number of Dynamics 365 licenses that you should buy?
