Dual Write Orchestration Solution Installation failed Error code -2147220970

Hello everyone,

I am trying to setup dual write between D365FO 

  • Installed product version : 10.0.12 (10.0.507.10024) 
  • Installed platform version : Update36 (7.0.5688.35584)  

and D365 Version 1710 (9.1.0.21648)

following the steps of this link https://docs.microsoft.com/en-us/dynamics365/fin-ops-core/dev-itpro/data-entities/dual-write/requirements-and-prerequisites 

I reached step 7 Installing the Dual-write application orchestration solution maps solution. and I get this error in admin center
