Data Driven Subscription Replacement

Hi all
 
We recently upgraded our ERP from GP2015R2 to GP18.5. We also upgraded SQL from 2012 to 2022.
 
We had many reports using data driven subscriptions. Our current SQL edition is Standard which means we no longer can use data driven subscriptions on SSRS. One of the reports uses a generated list of records to save a pdf file to a specific location, one for each record.
 
We have investigated and was able to use a combination of power automate and a power bi paginated report to replicate the above process. Unfortunately, we get an error because we do not have PowerBI premium capacity.
 
Does anyone have a work around or a different solution we can try?
