I want to apply a deployable package to cloud hosted environment (dev environment).
But when I go into VM's visual studio, my model is grey to build.
Please advice and provide the links.
Why you want to apply deployable package on dev environment ? If your package is grayed out that means your package must be installed by you or somebody else on that environment. Package contains binary files and no source code.
Deployable packages don't contain source code. So if you apply a deployable package to a dev system, you can't (and you don't need to) compile it - it's already ready to be used as it is. You also can't see, edit or debug the source code of that package.

You couldn't compile or build the deployed module.
It has nothing to do with Visual Studio if you just wanted to delpoy a package. There are two ways to deploy a pakcage:
1. Deploy it from LCS using "Maintain >> update environment";
2. Deploy the package by command line: Install deployable packages from the command line - Finance & Operations | Dynamics 365 | Microsoft Docs
