Soft delete Option set values

We have an incident management system where one of the fields is an option set. We have period to select for this field. There is a requirement where users need to select only the top three periods. When a new period is added we have to remove the oldest value, but this is impacting historical data. Is there any way to soft delete a value from Option set so that.
 
1. Value persists for existing records.
2. That value cannot be selected for new records.

    Hi Partner,
    You can use Javascript to hide this option on the form.
    Please refer to the following blog:
    When you create new records, this option can't be shown.
    But essentially the option value still exists in the database and does not affect the original record.
