Planning loads at a Sales order header level

We have a customer with the following requirement: They need to plan loads at a sales order header level, and group sales orders based on specific fields on the sales orders. They currently use the Outbound load planning workbench for the grouping of sales orders into loads, but the issue is that the LPW displays Sales orders at a line level. When they group around 300 orders on a load together it means they manually need to select 1200+ sales order lines, which can lead to errors, like lines being missed.
 
Is there a way for them to plan at an SO header level? I was thinking utilising creating shipments from the SO form, but the issue is also that stock should only be reserved when the Load is generated and ready to Ship. Is you Release to warehouse per SO, and then consolidate shipments into loads, the issue is that the work is generated when you release to warehouse and then the stock is reserved. 
 
Are there other ways other than the LPW to plan loads at a sales order header level?
