Cannot submit purchase requisition on behalf of other users.

I already set up on behalf of in my employee number. (e.g. my employee number = 100, so I can do on behalf of employee 200)

Then I can create new purchase requisition for employee 200, but when I submit purchase requisition, got an error as below.

"Workflow could not be activated. Insufficient rights for user."

When I ask employee 200 to submit, that Purchase requisition can be processed.

Is on behalf of function only work for creating but not submitting into workflow ?

Could anyone confirm that please?

If I am not mistaken, I believe employee 200 does not have to right to submit the PR. You might want to contact your administrator and make sure that employee 200 is set up to be able to submit PR.
