SECURITY permission set

I want certain users to be able to manage security in Dynamics NAV 2013 R2, I gave them SUPER (DATA), didn't work, I created a new permission set with name SECURITY including all objects same as super, nope, i added the tabe date USER,USER PROPERTY,PERMISSION SET,PERMIUSSION hopless...

OMG why???

    the message is

    u have not been granted rights to add modify or delete this permission setfor this user in this company, to obtain rights you must be granted either SUPER or SECURITY permission set

    btw, all permission set have no company name

    Hi Ayhan, try to assign the SUPER, instead the SUPER (DATA) set :-)

    Are you using user having SUPER rights? This mean, you should be SUPER User, to assign the rights to other users.

    Yes, you can use the SECURITY set (its a special permission set, like SUPER).

    Thank u all for your replies,

    I found it, it was that if the user wasn't a super user, he has to have SECURITY permission set + the user created permission set that he wants to delete a user has it.
