Does Microsoft Dynamics AX 2012 R3 comply with ANSI-748 for EVMS ?

Your question is very general. What do you miss exactly? Please note that AX is in general not able to calculate and post the Earned Value on Ledger Accounts. There is a project accounting cube available that can calculate the Earned Value for the date the cube is processed. If you do not like that you can possibly use a workaround (see e.g. the last Posts here dynamicsax-fico.com/.../project) If you do not like that approach and need more advanced features you either need to implement an add-on from a MS partner or develop something yourself.
