Create custom task templates

Hi Just looking at some ideas and a breakdown from the community for advice

I have a custom entity called task templates-I want to have set tasks in their ideally that can be added/removed and I want to automate the creation of these tasks to multiple users within a group and potentially have recurring tasks.

What would be the easiest approach to this? ideally using Flow/ Workflows

As per My Understanding.

If the target user is dynamics User in that scenario better to use Workflow.

because in Dynamics we can create workflow very easily with all the OOTB features.

Flow also the best option if we need some integration from another system like CDS/Third-party/Other business application in that scenario flow is the best option.

But Flow use required additional cost :-)
