Hi folks.
Even though the users have privilege of assign a case, the user can not do it.
This error happens in Production, not in Sandbox. The roles are the same in both environments.
They receive this message: Error_Message_0x80040220 Activity Id. : 01ffd105-f6a9-47a0-9426-f9d2a0f6adf2
I don´t know what kind of privilege is missing.

provide permissions to the Actual entity under Custom Entities

This issue was solved by setting in every role the Privilege in the Principal Records:
Action Card.
Privilege: Read Scope: Organization.
