Qualify lead using workflow under duplicate detection rules implementation

I have a huge number of unqualified leads in CRM which I want to qualify using workflow but if there is any duplicate detection found then lead should not be qualified means only qualify those leads for which duplicate detection rule permits to qualify.
I have tried to use custom keys but still workflow qualified that lead for which I was getting duplicate records error when I tried to qualify that lead using qualify button.
 
Please let me know how can I achieve this.
