Employee Go To Button doesn't work

GP2018 Azure Published, all users except one can click Go To button on employee card. We log into her machine as her, but log into GP as 'sa' and still Go To does nothing so it is machine specific and not user specific. Also she has full PR/HR permissions.

Please help - we have another user on Azure/GP18R2 that they also cannot click on some buttons - nothing happens. For instance, on the SOP actions button - they click it but do not get the pull-down that all other users receive. Again it is machine specific and not user specific.

Any guidance is greatly appreciated!
