remove inactive old system forms

have notice old system forms within the on premise which have been inactive however unable to remove it, please advice on how delete old forms withinDynamics365 On premise 9.0.28

Hi PJ Mokarram,

System forms cannot be deleted. Since it is in inactive status, end users cannot see this form and you leave it as inactive.

would it cause any issue with upgrading the database form 9.028 to 9.1 on premise version. as i keep getting error

We're seeing this same error on one of our organizations when trying to upgrade from v9.0.23.7 to v9.1.1.914.
