The mentioned error is a generic service error. You can go to the Data Import/Export Framework Parameters and validate the service account access on the General tab page. Let us know if this if working correctly or not.
If it's a development environment, I would start by checking whether Microsoft Dynamics 365 Unified Operations: Data Import Export Framework Service is running.
