Team Hierarchy

I've seen the filter options in views to 'equals current user or their reporting hierarchy' and would like to enable this for our users. After much searching, it seems to do so we must enable Hierarchy Security, however we don't want any changes to our current security setup (all users may see all records, period). Is it possible to set up teams of people in a hierarchy so the filter on the views works as we'd like? We have a single business unit, and highly customized CRM environment. Also, we are in the Gov Cloud (not on-prem).
