Production Order Scheduling

Hi everyone. I was trying to figure out how to setup Manufacturing routing system in order to not have empty slots in our machine center calendar.
In this picture I show what am I trying to do: I would like that second (and successive) operations in a production order are not planned from the beginning of the next operation (backward planning). I rather have them filling all gaps so I have machine center all time running. I do not mind to have subassemblies all over the plant waiting for next operation.
We are using Capacity Constrained Resources for these Machine Centers.
