RESTRICT USERS TO CREATE CREDIT/DEBT NOTES

Hi

I've a requirement from our MD to restrict following user privileges

1. Creation of Credit Note both for PO/S.O

2. Restriction of Posting GV

3. Removal of Client Essential but only allow them to change session date & time

I've no idea, how to do it. Can someone please guide me step-by-step.
