GP 2018 install, we had the Word add in working with Office 2010, installed Office 365 and add-in was there however the Field List did not work. Uninstalled the add-in and now cannot reinstall.When the install is launched from the GP 2018R2 media it acts like it will install but does not do anything
You can try enabling a Windows Installer logging, to see if the install is even making it that far:

If a Windows Installer log isn't created, then there may be something keeping the install from starting.
I know I've seen in the past, if there is a setup.exe or any type of install showing in Task Manager as currently running, it won't usually allow another install to begin, so maybe look in Task Manager to see if you see any type of install/application processes showing.
Do you see the same behavior on more than one machine?
