Yes you can but you have to customize Dynamics 365 as per your requirement.

Yes. You could use Field Service Resource schedule as booking system for Car Park.
D365 Field Service OOB could set up bookable resource type for Crew( Car Parking Room) & Equipment (Cars). You need to customize filed service as your car park requirement since there's no ready-made D365 Car Parking Application or any integration as I search.
