RE: Workflow notification for "Final Approve" action not sending

We sort of have a similar but opposite issue. The "Final Approved" email is being sent for steps that have "No Action Needed".
We are on version 18.3.1290 (updated last week), Web services is 18.3.1175.
Since migrating to the Fall 2020 update a few months back, to allow for MFA, the Workflow now assigns the "No Action Needed" steps to the PO originator, previously it would assign them to "SYSTEM". The issue is that the Workflow sends a "Final Approved" email for all these no action steps. I'm not sure if this was the case previously because the assigned user was SYSTEM so we would not have known if the final approved email was being triggered or not.
As a result, in our large PO Workflows (steps based on division etc), the originator receives 50+ emails with the subject "Final Approved" but the comments being "No Action Needed" immediately after submitting the PO.
I checked the database and in the table WF30100 the "Workflow_Action" value for those "No Action Needed" steps is 11. From looking at blogs etc, the "Final Approve" status is value "10", so I'm not sure why the system is sending out a final approved email when the status is 11... We've tried rebuilding the wfDeployCLRAssemblies but nothing changes.
As a result we have had to turn off the "Final Approved" email notification on the Workflow. It's not really a resolution for us as we have to be able to notify the originator when a PO has been approved at the final stage, ready to be actioned.
Have you come across this issue at all? Can you recommend anything we can look at to try and fix it?
