In Dynamics AX 2012 R3 CU9 , When trying to modify on GL COA structure as below screen, i face this error message when try to activate the role, with don't applying any modifications.
Then when try to add a new GL COA Role and activate it , it activated, but has no effect on GL journals when using specified GL account which in role.

This is standard application error. Is there any customization's in the system? In AX 2012 This error was popping up usually on PO screen.
I suggest you to force logout all the users from the system and make sure no one is creating or posting any PO/SO/JV/Invoices and try to activate the account structure again.

Can you please check LCS for available hotfixes? As far as I remember there were a couple of bugs in older AX2012 versions such as the one that you run.
