Save View for Pending, Active and Exited Workers

I want to save the view in Personnel Management to always include pending, active and exited workers.  Right now it defaults to active and I can't get the "My View" to save.  I have tried and it always defaults back to active only.  Anyone know how to do this?

    Did you check the open issues with Saved Views? There are some limitations with Saved views
