Hi:

I have a NAV environment that we are migrating from 2009 to 2013 R2 and in order to speed things up and minimize the amount of servers we have stood up, we would like to know if it is ok to install the DB Components for 2009, 2013 & 2013R2 on the same SQL Server?

Yes, we have different versions and different rollup's of same versions are also in same SQL Server.

It depends upon how you manage the NAV Services..
