The organization's administrator for Dynamics SL without leaving his credentials and therefore, we are not able to add users or other administrative functions. Is there a way to establish a new administrator without the information of the old administrator.

SQL access to the databases is required to make the changes if the original SL administrator information is unavailable. A SQL authenticated or Windows authenticated installation will have some differences in how their security is updated. You may want to check with your SL reseller to assist in updating security.
If the SL databases are Windows Authentication (meaning you don't need to enter a password when launching Dynamics SL) then you can use Database Maintenance on the SL server to change the SYSADMIN user to someone else in your organization. This won't work, however, if you don't have a user with the right access rights to the Dynamics databases which sounds like the case for you.
I agree with the suggestion that you should contact your Dynamics partner to help you with some options. We can help if you don't have a partner at this time.
