You cannot do this OOB.
I won’t recommend creating a dialogue/custom web resource as you have to mimic all behind the scenes processes including:
Creating an order (by copying Quote Details)
Create Order Lines (by copying Quote Lines)
Above steps requires custom code activities.
Furthermore, in future upgrades you have to update your code if new features are introduced in this particular function.
I would recommend to educate user instead of going through this hustle. Still if you are up for it, let me know will guide you through the customization process.
