GP 18.4 Year End Update Installation Error - Issue Resolved. A reboot fixed it.

We are currently running 18.3.1200 and are unable to install the 2021 Year End Update. The installation process stops with the above error message. I have full rights to that folder. Below are the contents of the folder.
