Tried to replicate with no success.
Could be a security role. Can you confirm that you have System Administration security role?
How did you create the item? Released from an Engineering Product? Directly as a Released Product?
When you click on <Validate> in teh ribbon, all mandatory fields are OK?

Please check you have selected values in the "Item model group", "Storage dimension group" and "Tracking dimension group" on the item.
