D365 F&O System user role linked to Human Resource Self service license

Hi,
 
we got finance license for all D365 F&O users (40) and now when we generate license report it says to procure HR self service license for 40 users because of system user role. Could anyone help to understand on this?

    I am not 100% into licensing, however, as far as I know you need separate licenses for Finance and HR. If you have a lincens like finance that costs more then the HR license is usually cheaper as you purchase it as an add-on kind of.
     
    Did you read somewhere that you dont need a HR license when you have a Finance license?

    Hi,

    This usually happens because users have indirect access to HR-related features through their assigned roles. Even with just the System user role, if any role grants access to HR tables (like HcmWorker) or Employee Self-Service features, the system flags them for an HR Self Service license.

    Hello,

    If your question is specifically about the System user role, I’ve raised the same concern with the product team working on the new governance and security feature.

    According to the current security configuration, this role doesn’t include any Human Resources Self-Service privileges, and the associated license is Team Member. This license only appears as linked to the role in PPAC and LCS reports, as well as in the User security governance license usage summary report (currently in preview) within F&O.

    If I receive any updates from the product team, I’ll make sure to keep you informed.

    There are ongoing issues with the license reports. The engineering team is working on them. For the 40 users, can you tell if they only have the system user role or also additional roles? I don't think it makes sense to have users with the system user role only.

    we do have assigned finance related roles to users, however license report says hr self service needed because of system user role

    Thanks for your reply. As mentioned, there are errors. Microsoft is aware and working on fixing them. The in-app warning and enforcement will get new dates. It has just been announced that it will be September 1 for in-app notifications, and the enforcement starts on November 1.

    The issue looks misleading. Checkout the licensing guide.
     
    As Andre rightly mentioned, the issue is misleading. The licensing report is broken. Also, it doesn't make sense to have only System user roles assigned to users. Work with your customer success manager from Microsoft. They should be able to help out with this issue. 
     
    There is one more way to check if the user licensing is correct or not. There has to be one System administrator role assigned to the user. Check with the System administrator, if you are able to access the Employees, workers or contractors screen within D365 F&O and create 1-2 employees and assign positions to those employees.  If the system administrator is able to assign positions then your human resource licensing is fine. 
     
    Also, check the licensing guide (June 2025) version. There is a section on Human resources licensing.
