Error DCE process failed for report ACC..Report with path C:\AOSService\PackagesLocalDir.

Good morning
We are getting this error when we try to run a report. 
error "DCE process failed for report ACC_SalesInvoice.ACCReport with path C:\AOSService\PackagesLocalDirectory\ACCExtensions\Reports\ACC_SalesInvoice.ACCReport.rdl."
 
This report works in our development environment and we dont get the issue.  We have also restored our db to see if it was something in the data that might be breaking it.
 
It was able to fix it previously by duplicating the report as a new report.  Now it is giving the same problem in Prod environment and UAT.
Plese can someone give advice

    We have tried restarting the AOS Server and it did not solve the issue.  This is now happening on our Prod environment also.
    Any other ideas

    You have tried restoring the database, but check for any missing or invalid data in the Prod and UAT environments. Compare the data between the Dev environment (where the report is running) and Prod/UAT to find the differences.
