Violation of Primary Key Constraint on dbo.PA01304

Trying to add a new project to test changes to a budget template results and receiving the following error message while adding shop time for 12 hours on 1 day.

I ran the steps at http://msdynamicswiki.com/2014/12/31/error-violation-of-primary-key-constraint-xxxxxxxx-cannot-insert-duplicate-key-in-object-xxxxxxxx-when-entering-transactions-in-project-accounting-in-microsoft-dy/

and this resolved it temporarily, but error is now recurring. I'd rather not run the same fix again if it will come back. Any ideas?
