Workflow in Manufacturing - Only by Developer?

Do I need a developer if I need to setup a Worklow involving production orders or an Item/planning journal or can I manage it through setup?  Is there a way to add to the Workflow Events list?

    If the worklow is not available in the standard template you need to customize/ add code.  You need developer to build custom workflows.

    I will look into development.  

    I was hoping that since I can create some workflows without a template that maybe I could reach all the way to manufacturing.  (The workflows I have created so far are just if certain fields on item cards are changed, the purchasing lead is notified.)
