Survey response & cognitive services processing

I am trying to find out how are cognitive services involved in survey responses.
I quote from documentation :
 
/When a respondent responds to a survey, the survey response is first stored in Customer Voice services and then sent to Azure Cognitive Services and the Customer Voice analytics engine for further processing. After responses are processed by Cognitive Services, they're stored in Dataverse./
 
So how are reponses processed?Is there any different processing for internal and external users?
Are there any data that MS keeps during this process?
Is there a way to turn this feauture off?
I m guessing the sentiment satisfaction metric is achieved by using cognitive services, so if we do not enable it, does that mean we wont been using any such services?
 
The purpose of this post is that a client might not want these information processed by services that they do not  have full control over.
