I don't think this solution was ever there.
Had it been there, then it should have been there for first instance as well, however still we can submit the WF in incorrect user when submitting, which ends up with "Stopped" message.

Thanks Ramit. I'm glad we agree on this! I have a client who claims they had this capability and it stopped working at some time in the past, although they can't tell me when. They also say it was not a customization. I have looked all over the web and in the application to determine if this capability exists in F&O and keep coming up empty.
I got your query now, you want system to prevent to delegate anyone who does not have correct limit or less than the limit.
My opinion is- system is still not intelligent to do this as of now to do this.
Other expert can shed light into it if this is possible, I shall follow the same.

I understand the delegation requires the delegate user to be setup properly as an Employee/Worker. What I hope to accomplish is this:
User A (Manager) has Signing limit of $25,000 for purchase requisition workflow
User B (Admin Asst) has Signing limit of $5,000 for PR workflow
User C (Director) has Signing limit of $50,000 for PR workflow
User A is going on vacation. I want User A to be able to select only another user who has => User A's signing limit. That would be User C in this case. If User A can select User B, then that will bypass and violate the Signing limit. Make sense?

The delegation will only work successfully if the user is having approval limit in her/his profile.
Means if the original user is delegating the WF for another person, that person also need to have the correct setup such as user<->Employee setup, Job rule defined as pet the required setup.
