Domain attached computers cannot log into on premise CRM

I have a dev server that I can log into from the server or a workstation that is not attached to the network.
 
When I try to login from a domain attached computer it accepts the credentials then just brings the login screen back up. It does not matter if it is a general user or an admin, it's the same result.
 
I have rebooted the server and that doesn't make any difference.
 
I am really stuck as i need to test some big changes on dev before I can make them live.
