Change on "Budget Control Configuration"

I have activated the budget control configuration, enabling the "Use only apportioned amount" feature. 
After that, I wanted to disable this feature by "Create draft" and re-activate it by un-clicking the  "Use only apportioned amount" box. 
 
 
The activating budget control configuration failed, as shown below: "The Budget control process didn't work."
 
Does anyone know how to disable this feature? or this feature cannot be disable after activated? 
 
 
Here are the current versions of our D365 product. 
Installed product version : 10.0.42 (10.0.2095.129)Installed platform version : Update66 (7.0.7452.105)

    Hi,
    Once "Use only apportioned amount" is enabled in Budget Control, it can be difficult to disable due to dependencies tied to budget allocations.
    To turn it off:
    1. Go to Budget control configuration, click Create draft.
    2. Uncheck "Use only apportioned amount".
    3. Make sure no apportionment rules or entries are still active.
    4. Try to reactivate.
    If it still fails, check for any invalid dimension setups or missing default values.

    I have checked the appointment rules is empty. and still cannot update the and reacvitave the budget control .

    Here's a step-by-step guide to help you:
    1. Create a Draft: Go to the Budget Control Configuration page and click on Create draft.
    1. Uncheck the Feature: In the draft, uncheck the "Use only apportioned amount" box.

     
    1. Validate Dimensions: Verify that all financial dimensions and default values are correctly set up. Invalid dimension setups can cause activation failures.
    2. Reactivate the Configuration: Attempt to reactivate the updated configuration and wait for few seconds & refresh the page.
    I have tried the scenario & it was working.
