Yes you can. Make a Report OR Codeunit whatever you are comfortable and write your code.
If you want to take help from Standard part then that's fine you can but even if you not you can write your own. Just use DELETE(TRUE) at last as it will give you all standard Error if anyhow that PO shouldn't be deleted because any of the reason.
You can create processing only report to delete.
Check the report as Suresh suggested.
We don't have any process in standard NAV for this but you can easily create a process report to do this. Check for example reports 5177,5178.
