Hi subashini,
In a nutshell, it allows you creating a balance sheet and income statement by a financial dimension, such as a business unit.
You can find a brief overview here: stoneridgesoftware.com/balancing-financial-dimension-field-in-ax-2012-r3

Typically financial dimensions are for P&L analysis. For balance sheet you typically do it at company level. If you need a Balance sheet by financial dimension then a balancing dimension is useful. it might be sued for example when there is a central service team for different LOBs.
For this to work for the Balancing financial dimension field, select the financial dimension that must be balanced in all accounting entries that contain the financial dimension. That financial dimension must be included in all account structures that are assigned to the ledger and it must not allow any blank dimension values.
