Unable to stop reservations on components

Using Dynamics 2017

We only want to see reservations for Finished Goods items. 

Item List / Planning / Reserve field data set to:

Finished Goods items: Always

All other items: Never

When we create production orders via Planning Worksheets, some of the production orders will have components reserved. In some cases the same component could be reserved on one production order and the same component on another production order is not reserved. 

Any ideas how to stop reservations for components or help to better understand how this works?

    are you using "Make-To-Order" for components ?

    A multilevel production order where the Manufacturing Policy field of the involved parent and child items is set to Make-to-Order. The planning system creates reservations between the parent production order and the underlying production orders to ensure that they are processed together. Such a reservation binding overrides the item’s default costing and application method.

    Offsetting in Reservations

    Reservations are made against available item quantities. Item availability is calculated in basic terms as follows:

    available quantity = inventory + scheduled receipts - gross requirements

    Normally you can set reservation also from production order components.

    Select the relevant production order line.

    On the Lines FastTab, choose ActionsAction Menu icon, choose Line, and then choose Components.

    Select the relevant component line.

    Choose ActionsAction Menu icon, choose Functions, and then choose Reserve.

    In the Reservation window, select a line, and then on the Actions tab, in the Functions group, choose Reserve from Current Line.
