CI-J Integration to Fabric Trouble

I'm using CI-J RealTime Journeys. 
I'm trying to access the opens/sends/clicks in CI-J for analytics and PBI.  The only way to access this data is via the Fabric link in PowerApps.

I've followed the steps here:

When I get to step #7, I click the dropdown arrow on the left tree menu for "Customer Insights Journeys". I expect to see the list of tables (same as the picture in step #7), instead I get an error on the main pane that says: 

"Unable to Load - This Dataverse environment does not appear to be configured for use with fabric.  Follow these instructions to setup dataverse"

I've already established the link and I can see the other tables under CDS2.  So I know the link is established.  
I also created a new workspace and I'm using premium cap.


Questions:
1. Why am I getting this error?
2. Why does CI-J engagement tables require this extra step of creating a shortcut?
