How to create a custom entity using xml file

can we create a custom entity using an xml file? is there any way to migrate entity from one sandbox to another

    There is probably some missing context to this question that would affect the answer here, but let me try and describe what can be done today.  Custom entities are typically created in the interface and, if you want to move from one sandbox/env to another, you export a "solution" that contains this entity.  This solution file is partly formatted as XML but that is just a storage mechanic here. Then in your target environment, you import said solution and the custom entity will be available in the new environment.
