GP 2013 R2, Dex 323, connecting to TFS, not using DSCCS, The source control provider could not be initialized

I am running as configured in the description. I would prefer not to add the DSCCS as it is a work around, not a solution. I am wondering if this issue has been resolved. I was under the impression, that it was resolved in Dex 323 although I do not have validation.
