I was recently studying how government financial systems work at the facility level (especially in developing countries) and came across FFARS TAMISEMI implemented by the President's Office – Regional Administration and Local Government in Tanzania.

It’s interesting because it handles real-time transaction recording, facility-level budgeting, bank reconciliation, automated reporting, and role-based access control for schools and health centers.

I’m trying to understand how similar workflows could be structured inside Microsoft Dynamics (like Dynamics 365 Finance).

• Can Dynamics handle decentralized facility-based budgeting like this?

• How would you approach role-based financial controls at multiple institutional levels?

• Is there a recommended module or customization strategy for something similar?

Would love to hear insights from anyone who has worked on public-sector financial system implementations.

I'm not aware of this Tanzanian application and don't know what exact requirements you have. Is your question only related to Dynamics 365 Finance? Can you clarify what exactly you mean by "similar workflows"?
