RE: Job Cost Planning Reports

I haven't seen any report like that out of the box that summarizes planned cost by month (the closest report is the "Job - Planning Lines" report but that just shows detail for each planning line per task per job.
That said, you would be able create one very easily in Excel or Power BI, if you publish a Web Service for the Job Planning Lines page, pull that into Excel or Power BI Desktop, and then pivot the tabular data to show a summary of costs by month, quarter, year, etc.
