AX 2012 Data Import Export Framework Install Error

When trying to install the Data Import/Export Framework an error during the prereq check occurs saying that the Microsoft Windows SDK for Windows 7 and .NET Framework 4 - Tools fails. Here is the screenshot.

 

Notice that the Microsoft .NET Framework 4.5 successfully passes and that in Add/Remove programs it shows Microsoft Windows SDK for Windows 7 (7.1) as installed. The Microsoft Windows SDK for Windows 7 requires .NET 4 to complete the installation.
