Hello,
Created KB article and Approved, When trying to publish a window poped up for publish option even after clicking publishing not completed.
Also, Unable to search the Article, Is it because of Unpublished article.

I have tried the same operation in my environment(Dynamics 365 Version 1710 (9.0.2.1725) online) and I can publish the article successfully.
Also, even without publishing the article, I could find the article by searching keywords.
For your question, we can try the following steps.

Are you system Administrator?
If not then please check that you have "Publish Article" privilege in your security role.

if you are system admin, and still cannot publish the article.
1. Try to recreate the article.
Unable to search the Article, Is it because of Unpublished article.
- if you are referring to the main page, I would suggest you to check the quick find view filter setting.
- if you are referring unable to search the article when try to associates with a record, then yes.
