Is it possible to set the default value on creditlimit_base so that accounts in other currencies get the equivalent of $1000?

Platform works the reverse way - when transactioncurrencyid and currency fields are populated, currency_base field is calculated according to exchange rate and value from currency field.
If you want to default the field you will have to write the code that will do that.
